San Bernardino County announced on Mar. 17 that it will develop a navigation center in Fontana to help people experiencing homelessness. The county board of supervisors agreed on Mar. 10 to buy property at 11109 Jasmine St., where a vacant warehouse will be converted into a 200-bed shelter, according to a statement on the county’s website.

The project aims to assist individuals in moving from living on the street to permanent housing. Navigation centers are designed to provide support and connect people with resources needed for stability.

Supervisor Dawn Rowe said, “The board’s action on this agenda item moves us closer to opening a navigation center that will provide critical support for people experiencing homelessness. It will connect individuals to the resources they need to gain stability and thrive.”

The property was purchased for $11.6 million, not including renovation and other related expenses. The facility is expected to open in early 2027.

Several cities—Chino, Fontana, Montclair, Ontario, Rancho Cucamonga, Rialto and Upland—will contribute toward start-up costs and annual operating expenses. The facility will serve only those referred by the county and will offer behavioral health services, medical care, case management, transportation assistance and housing placement.
