During the week of October 13 to October 17, 2025, several new filings were added to proceedings before the California Public Utilities Commission (CPUC). These filings may influence utility services and regulatory policy across the state.
Among the Proposed Decisions open for public comment is a joint application involving Sprint Communications Company L.P. and T-Mobile USA, Inc., seeking approval for the transfer of control of Sprint Communications Company L.P. under California Public Utilities Code Section 854(a). Another proceeding involves California Resources Production Corporation’s application for a Certificate of Public Convenience and Necessity to operate as a gas corporation in California.
The CPUC also initiated an Order Instituting Rulemaking to create a consistent framework for planning and evaluating integrated distributed energy resources. A proposed decision was filed that would establish an electrification pilot initiative aimed at mobile home parks. Additional rulemakings include updates to the California Universal Telephone Service (California LifeLine) Program and consideration of cost-effectiveness, data access, use, and equipment performance standards for Distributed Energy Resource Programs.
New complaints and applications were filed as well. PacifiCorp submitted an application for authority under Public Utilities Code Section 851 to encumber certain water rights. Southern California Gas Company proposed a Woody Biomass Pilot Project in its latest filing. Two complaints were brought against Pacific Bell d/b/a AT&T California: one alleging billing errors by Paul Leondis, and another from Joyce Marie Hurt’s conservator citing failure to provide account access and overbilling.
The CPUC encourages public participation by allowing comments on Proposed Decisions through each proceeding’s Docket Card. Interested parties can also subscribe to specific proceedings using their numbers to receive ongoing updates about rulings and notices.
