CPUC approves Verizon acquisition of Frontier with conditions for consumer protection

The California Public Utilities Commission (CPUC) has approved the transfer of control of Frontier Communications’ California operations to Verizon Communications Inc. The approval comes with a set of enforceable conditions, ongoing monitoring, and consumer protections.

Verizon is authorized to acquire Frontier Communications and its California subsidiaries under requirements aimed at protecting customers, maintaining service quality, and supporting the public interest. The CPUC’s decision follows a process that included public forums across the state, written comments, and testimony from consumer advocates, labor representatives, and other stakeholders.

Key provisions in the approval include expanding affordable voice and broadband options for low-income customers and participants in the California LifeLine program. The agreement also calls for continued investment in broadband infrastructure and network reliability, especially in areas currently served by Frontier. There are comprehensive requirements for tribal engagement as well.

To further state policy goals on diversity, Verizon will enter into a $10 million partnership with the California State University system. Additional measures are intended to protect rural customers who rely on copper networks through performance standards and resilience requirements. Oversight will be maintained through reporting obligations and compliance mechanisms.

The CPUC’s decision incorporates settlement agreements with consumer advocates and labor organizations that address affordability, service quality, labor protections, infrastructure deployment, and $500 million in spending with small businesses in California.

Commissioner John Reynolds said: “California isn’t just approving a merger, we’re securing real commitments that will connect communities, lower costs for families who need it most, and strengthen workforce and supplier diversity protections. With robust conditions and independent oversight, we’re ensuring these commitments translate into real improvements for California families and standing up for California values to support our diverse communities.”

Verizon is required to comply with all CPUC-imposed conditions. CPUC staff will monitor implementation to ensure commitments are met.
