Each week, the California Public Utilities Commission (CPUC) adds new filings to ongoing and new proceedings that affect utility services, communities, and consumers across the state. These filings include Proposed Decisions—many of which are open for public comment—as well as new complaints and applications that may influence future policy and regulatory actions.
During the week of November 10 to November 14, 2025, several Proposed Decisions were filed. These include a decision granting compensation to the Environmental Defense Fund for its contribution to Decision 22-11-018, and a proposed settlement for Bear Valley Electrical Services’ application to develop a solar facility with battery energy storage. Other decisions address wildfire mitigation cost recovery for San Diego Gas & Electric Company, authorize Pacific Gas and Electric Company (PG&E) to recover certain expenditures in its transmission revenue account, approve cost recovery for Southern California Edison related to the 2018 Woolsey Fire, and permit Southern California Gas Company to issue up to $3.3 billion in new debt securities.
Additional filings involve addressing the test year 2026 cost of capital for major utilities including PG&E, Southern California Gas Company, Southern California Edison, and San Diego Gas & Electric. There is also approval of San Diego Gas & Electric’s electric procurement revenue forecasts for 2026, updates to the affordability framework, adoption of renewables portfolio standard procurement plans for 2025, and designation of initial priority neighborhood decarbonization zones.
Several new complaints and applications have also been submitted. Among these is an application by PG&E seeking review and recovery of costs associated with the 2019 Kincade Fire and 2021 Dixie Fire under AB 1054. Individual complaints have been filed against PG&E alleging billing errors and violations of Rule 21; one complaint alleges unauthorized changes in terms of service by Pacific Bell d/b/a AT&T California. There is also an appeal from Osama Rashed regarding a penalty issued by the CPUC Consumer Protection and Enforcement Division.
The CPUC encourages public participation through comments on Proposed Decisions via each proceeding’s Docket Card. Members of the public can also subscribe to specific proceedings using their numbers in order to receive updates on rulings and notices.
