California Public Utilities Commission releases weekly summary of new regulatory filings

Each week, the California Public Utilities Commission (CPUC) announces new filings in ongoing and new proceedings that may affect utility services, communities, and consumers across the state. The latest update covers filings from October 27 to October 31, 2025.

Among the proposed decisions open for public comment is a filing concerning Pacific Gas and Electric Company’s revenue requirement for the extended operation of Diablo Canyon Power Plant and a proposal for 2026 volumetric performance fees. Another proceeding involves a rulemaking order to investigate and design clean energy financing options for electricity and natural gas customers. Additionally, there is a decision adopting revised data gathering and reporting requirements for transportation electrification programs, with clarifications on previously adopted programs.

The CPUC also received several new complaints and applications. Macca Rentals LLC has applied for authority to operate as a scheduled passenger stage corporation between San Ysidro and Sacramento, including intermediate points, along with establishing a zone of rate freedom. There are complaints filed against major utilities: Danilo Nesovic alleges incorrect application of San Diego Gas & Electric’s tariff rules; Ericka Manos claims billing errors by Southern California Edison; John Meding and Dolores Meding allege billing errors and violations of tariff rules by Southern California Gas Company.

An appeal was also filed by White Diamond Limousine/Humberto Bringas Trejo regarding a $2,000 citation issued by the CPUC Consumer Protection and Enforcement Division.
