California Public Utilities Commission posts weekly update on new regulatory filings

Each week, the California Public Utilities Commission (CPUC) adds new filings to its ongoing and new proceedings. These filings can include Proposed Decisions, complaints, and applications that may influence future utility policies and regulations in California.

For the week of January 12-16, several notable filings were made. Among them is a Proposed Decision in Proceeding R2311001, filed on January 15, 2026. This decision suggests revisions and updates to the Deaf and Disabled Telecommunications Program (California Connect). Another Proposed Decision in Proceeding R2506019 was filed on January 14, 2026. It addresses requirements for electric resource procurement from 2029 to 2032 and involves portfolios for the transmission planning process covering 2026-2027.

A Presiding Officer Decision dismissing a complaint was also filed under Proceeding C2508012 on January 13, 2026.

In addition to these decisions, several new complaints and applications were submitted. On January 12, a joint application (Proceeding A2601004) was filed by Brookfield Infrastructure Fund GPII, LLC; Rockpoint Gas Storage Inc.; Wild Goose Storage, LLC; and Lodi Gas Storage L.L.C., seeking authority under Public Utilities Code Section 854 to transfer indirect control of Wild Goose Storage and Lodi Gas Storage.

Southern California Edison Company submitted two applications: one (A2601005) for approval of its Energy Savings Assistance (ESA), California Alternate Rates for Energy (CARE), Family Electric Rate Assistance (FERA) programs, and budgets for program years 2028-2033; another (A2601007) requests a Woolsey Fire Recovery Bond Financing Order under Public Utilities Code Section 850 et seq.

Other filings include an application by the Public Advocates Office with The Utility Reform Network & Mussey Grade Road Alliances for rehearing of Resolution SPD-37 (A2601006), Further Reach Inc.’s application for rehearing of Resolution T-17898 (A2601008), Southern California Gas Company’s compliance filing related to Decision 24-12-076 (A2601009), and San Diego Gas & Electric Company’s request for approval of low-income assistance programs bridge funding for years 2028-2033 (A2601010).

Additionally, two complaints were filed by Victor A. Muniz against Charter Fiberlink CA-CCO, LLC and Spectrum Mobile, LLC alleging unauthorized changes to terms of service in Proceedings C2512024 and C2512025.

The CPUC encourages public participation by allowing written comments on any Proposed Decision via each proceeding’s Docket Card. Interested parties can also subscribe using proceeding numbers to receive updates about rulings or notices related to specific cases.
