California Public Utilities Commission posts new utility filings for August 11–15, 2025

Each week, the California Public Utilities Commission (CPUC) releases information on new filings and proceedings that affect utility services, communities, and consumers in the state. The filings from August 11 to August 15, 2025, include several proposed decisions open for public comment as well as new complaints and applications.

Among the proposed decisions is one granting compensation to Women’s Energy Matters for their contribution to Decision 24-09-033. Another proposed decision would approve partial recovery of expenditures related to Pacific Gas and Electric Company’s 2021 wildfire mitigation efforts and other recorded costs, along with a settlement agreement. Additionally, there is a proposal to adopt settlements updating marginal costs, cost allocation, and electric rate design for San Diego Gas & Electric Company.

Other notable items include a decision granting compensation to Small Business Utility Advocates for their role in Decision 24-12-038. A separate proposal would grant, with modifications, Southern California Edison Company’s petition to modify previous commission decisions.

The CPUC has also initiated rulemakings to update distribution-level interconnection rules and regulations and revise the California Teleconnect Fund Program. There is an investigation into Havasu Water Company regarding its compliance with laws governing safe water service in California.

New applications filed during this period include Continental Shuttle LLC seeking authority to operate scheduled passenger service between San Diego County and Los Angeles International Airport. Green Power Institute has applied for intervenor compensation related to contributions on certain resolutions. Southern California Edison Company seeks a second extension of waiver from the Capital Structure Rule. Zayo Network Services has applied for certification to provide competitive local exchange and interexchange services in California. Southern California Gas Company seeks approval to recover costs recorded in its Distribution Integrity Management Program Balancing Account from January 2019 through December 2023.

The CPUC encourages public participation by allowing written comments on proposed decisions via each proceeding’s Docket Card and offering a subscription service for updates on specific proceedings.
