California Public Utilities Commission lists new utility-related filings for early October 2025

Each week, new filings are added to ongoing and new proceedings that affect California’s utility services, communities, and consumers. These filings include Proposed Decisions, which are often open for public comment, as well as new complaints or applications that may influence future policy and regulatory actions.

For those interested in participating, written comments on Proposed Decisions can be submitted directly through the proceeding’s Docket Card. Additionally, anyone can subscribe to the California Public Utilities Commission (CPUC) Subscription Service using a proceeding number to receive updates, rulings, and notices.

During the week of October 6-10, 2025, several notable filings were made:

On October 6, Santa Barbara Airbus, Inc., operating as Santa Barbara Airbus (PSC-1262), filed an application seeking authority to increase base fares while continuing to maintain a Zone of Rate Freedom.

On October 7, Pacific Gas and Electric Company submitted an application requesting increased authority for short-term borrowing by $2.0 billion, raising its aggregate borrowing limit to no more than $10.5 billion.

On October 8, an Order Instituting Rulemaking was filed to oversee the Resource Adequacy Program. This rulemaking will consider program reforms and refinements and establish forward resource adequacy procurement obligations.
