California Public Utilities Commission lists new utility filings for week of October 20-24

Each week, the California Public Utilities Commission (CPUC) releases information about new filings in ongoing and new proceedings that affect utility services, communities, and consumers across the state. The filings include Proposed Decisions that are open for public comment, as well as new complaints and applications which may influence future regulatory actions.

For the week of October 20-24, 2025, the CPUC highlighted several important filings:

A Proposed Decision was filed on October 24, 2025, in Proceeding R2303007. This decision addresses the timing and amount of the 2026 Wildfire Fund Non-Bypassable Charge. Members of the public can submit written comments directly through the proceeding’s Docket Card.

In terms of new applications, Liberty Utilities (CalPeco Electric) LLC submitted an application on October 21, 2025 (Proceeding A2510010), seeking authority to update rates according to its Energy Cost Adjustment Clause and its California Climate Credit effective January 1, 2026.

Vested Networks LLC filed an application on October 16, 2025 (Proceeding A2510011), requesting registration as a telephone corporation under Public Utilities Code section 1013.

An appeal was also filed by Armando Diaz on October 21, 2025 (Proceeding K2510009), contesting a $4,000 citation issued by the CPUC Consumer Protection and Enforcement Division.

Additionally, a previously closed case was reopened: PacifiCorp and MidAmerican Energy Holdings Company submitted an application originally filed on July 15, 2005 (Proceeding A0507010). They seek exemption from certain approval requirements related to MidAmerican’s acquisition of PacifiCorp.

The CPUC encourages members of the public to participate in these proceedings by submitting comments via Docket Cards or subscribing to updates using specific proceeding numbers.
