California Public Utilities Commission announces weekly update on new regulatory filings

Each week, the California Public Utilities Commission (CPUC) adds new filings to ongoing and new proceedings that affect utility services, communities, and consumers in the state. These filings include Proposed Decisions open for public comment as well as complaints and applications that could influence future policy and regulatory actions.

For the week of November 24-28, 2025, a Proposed Decision was filed in Proceeding A25-05-008 on November 24. The decision approves Southern California Edison Company’s 2026 Energy Resource Recovery Account-Related Revenue Requirement Forecast. Members of the public are invited to submit written comments directly on the proceeding’s Docket Card.

Several new complaints and applications were also filed:

– Pacific Gas and Electric Company submitted an application (A25-11-006) on November 21 seeking approval for its 2027 gas cost allocation and rate design proposals covering its gas distribution, transmission, and storage system.
– CitySwitchTower, LLC filed an application (A25-11-007) on November 24 for a certificate of public convenience and necessity under Public Utilities Code Section 1001.
– InflatableOffice, LLC applied (A25-11-009) on November 18 for registration as a telephone corporation pursuant to Public Utilities Code Section 1013.
– In proceeding C25-11-008 (filed November 14), Luis Enrique Landa Rodriguez lodged a complaint against Pacific Bell d/b/a AT&T California and AT&T Mobility Wireless Operation Holdings d/b/a AT&T Mobility, alleging violations of terms of service.
– In C25-11-010 (filed November 20), Andrew Velasquez, Authorized Administrator for Andrew Velaquez Estate, brought charges against Southern California Edison Company for alleged unlawful securitization and failure to disclose charges.
– Proceeding R25-11-005 was initiated on October 29 as an Order Instituting Rulemaking to update the California LifeLine Program.

The CPUC encourages public participation in these proceedings. Comments can be submitted through each proceeding’s Docket Card. Stakeholders may also subscribe to updates using each proceeding number to stay informed about rulings and notices.
